2. Main areas of responsibility :
DG Internal Market and Services coordinates policies of the European Commission on the Single Market and strives for removing barriers to trade, in particular in the field of financial markets and services. The vacant post is in the Unit responsible for insurance and pension funds, within a small team of seconded national experts and administrators from the European Commission.
The main area of responsibility will be the finalisation of the Solvency II project. Solvency II will reform prudential supervision of insurance and reinsurance undertakings in Europe. The project is complex as it involves several layers of legal texts (Framework Directive, delegated acts, technical standards) and the agenda imposes to work on all these layers in parallel. On top of this file, responsibilities may include other insurance or reinsurance topics as well as the application of a risk-based solvency regime to pension funds (the Commission plans to issue a Proposal for that in the course of 2013).
The expert will produce legal texts and contribute to their adoption through negotiation process (involving inter-institutional negotiations as well as interactions with stakeholders). In particular, the expert will write notes on insurance and reinsurance matters, brief the Director General or the Commissioner when they meet with stakeholders, and participate in those high-level meetings. The expert will also participate in public conferences about topics relevant to his areas of responsibilities. The post involves regular contacts with EIOPA and participating in EIOPA's working groups.
3. Main qualifications :
The applicant shall have experience in the financial sector and education in economics, econometrics or mathematics.
The applicant shall master insurance techniques. Knowledge of European institutional procedures and legal drafting would also be an asset.
The post requires significant flexibility and ability to resist pressure. Given interlocutors are often of high level (e.g. representatives from national governments, MEPs, top managers of insurance companies), the post also requires political acumen.

1 Nature of the tasks:
To provide analyses and advice on transport and logistics issues, with particular reference to transport infrastructure. In particular:

2 Main qualifications:
a) Eligibility criteria
The following eligibility criteria are to be fulfilled by the candidate in order to be seconded to the Commission. Consequently, the candidate who does not fulfil one of them will be automatically eliminated from the selection process.
• Professional experience : at least three years' experience in administrative, legal, scientific, technical, advisory or supervisory functions which can be regarded as equivalent to those of function groups AD;
• Seniority : at least one year by your employer, that is having worked for an eligible employer (as described in Art. 1 of the SNE decision) on a permanent or contract basis for at least 12 months before the secondment;
• Linguistic skills: thorough knowledge of one of the EU official languages and a satisfactory knowledge of another EU official language to the extent necessary for the performance of the duties. The Contracts and Recoveries Unit provides legal assistance to the Commission's Services in the fields of public procurement, forced recovery of outstanding amounts, real estate policy and contracts. It also represents the Commission in cases before the EU Courts and, assisted by private lawyers, before national courts. The Seconded National Expert (SNE) will be required to assist the team in all of the aforementioned fields, including court procedures/litigation.
3. Main qualifications :
The successful SNE will have completed full legal studies and have a law degree from a Member State University. Knowledge of Belgian law and/or of public procurement law will be appreciated, as well as professional experience as a lawyer or as a Member of the Judiciary or similar in one of the Member States.
He/she will have rigorous reasoning skills and the ability to express him-/herself easily in writing and orally.
4. Languages:

This post offers an excellent opportunity to become familiar with the EU’s financing, and, in particular with the system of traditional own resources.
The national expert will take part in the unit's monitoring of Member States' action for the recovery of traditional own resources. The job includes the participation in the examination of individual cases, preparation of Commission positions and their administrative and financial follow-up, as well as the preparation of general analysis and reports on the recovery of traditional own resources Moreover, s/he will also have the possibility to work in other areas of the unit, e.g. by assisting in the on-the-spot inspections to Member States and in the follow-up of the Court of Auditor's findings concerning traditional own resources. 3. Main qualifications :
The candidate should have a university degree (preferably in law or finance), a solid work experience in the customs field with good knowledge of the Community customs procedures and provisions, and, preferably also some experience in debt recovery. The candidate should also have good interpersonal skills to support team working and s/he should like to work in an international, multicultural organisation. We are looking for a colleague to assist the conduction of system audits in Member States. The candidates should be available for about 10 missions a year.
Tasks involve close cooperation with the geographical desks overseeing the implementation of the European Social Funds, as well as cooperation with the auditors from the DG for Regional Policy and regular contacts with authorities in the Member States. In view of a new research programme on ICT and ICT-enabled Innovation, the JRC-IPTS is establishing a research team that would be led by one or two senior researchers specialised in ICT, Innovation policies and Economics. These senior researchers, one of them being permanent staff and the remaining being temporary, will have to establish, supervise and ensure the valid finalisation of the Research programme. They will jointly ensure the scientific and policy relevance lead of the programme.

OLAF is looking for a Seconded National Expert to work as an Investigator in Unit A.2 New Financial Instruments. This is a small but dynamic unit that has responsibility for investigations and monitoring activities related to projects managed by international organisations (such as the United Nations) and development banks (such as the World Bank or the European Investment Bank) that are financed primarily by the European budgets.
The successful candidate will be required to plan and implement effective investigation strategies on a case-by-case basis; consequently the tasks that he/she will undertake will include the following:
Analysing information;
Managing case files;
Conducting investigative missions in Member States and third countries;
Interviewing persons concerned and taking statements from witnesses;
Liaising with the appropriate authorities at national and international level;

We are looking for a Seconded National Expert for an interesting position as an investigator in the Unit A4 “External Aid” (investigating irregularities, fraud or corruption in external aid and pre-accession funds). The selected candidate will conduct and participate in enquiries, interviews and verification missions aimed to fight fraud, corruption and any other illegal activities detrimental to the EU’s financial interests. He/She will collaborate on case files, reports, and coordinate on-going inquiries being undertaken by other services (Member States, Third countries, other Directorates General of the European Commission). 3. Main qualifications :
We are looking for a motivated candidate with an academic degree at “masters” level and professional experience acquired since obtaining the required diploma. 1 Main areas of responsibility:
The Unit is responsible for the enforcement of EU consumer protection rules. To this effect, it runs two networks: the network of national consumer protection enforcement authorities under Regulation 2006/2004 (the "CPC" Regulation) and the network of European Consumer Centres (ECC-Net).
One of the current challenges of the Unit is to assess the functioning of the CPC Regulation in order to significantly improve the enforcement of key consumer rights across the EU. It is therefore preparing a new enforcement strategy to be adopted by the Commission possibly by May 2013. As part of this strategy, the Commission will assess a number of options to revise the CPC Regulation so as to be in position to present a review report by end 2014, accompanied, if appropriate, by a legislative proposal .
The work related to the ECCs is two folds: it aims at increasing their visibility and at raising its efficiency through, for example, common quality standards and procedures.
The successful candidate will be involved mainly in relation to the CPC Regulation and is expected to actively participate to the reflexion and preparation process for its review.
The expert's tasks will be adapted to his/her specific background and will include:
1) Participation to the action plan attached to the new enforcement strategy aimed at strengthening the functioning of the CPC Regulation and notably:
- definition of new operating rules for the CPC alert system
- research on market surveillance tools and resources to track emerging trends of infringements
- improvement of existing manuals for the operation of the CPC
- development of training tools

2 Main qualifications:
a) Eligibility criteria
The following eligibility criteria are to be fulfilled by the candidate in order to be seconded to the Commission. Consequently, the candidate who does not fulfil one of them will be automatically eliminated from the selection process.
• Professional experience : at least three years' experience in administrative, legal, advisory or supervisory functions which can be regarded as equivalent to those of function groups AD;
• Seniority : at least one year by your employer, that is having worked for an eligible employer (as described in Art. 1 of the SNE decision) on a permanent or contract basis for at least 12 months before the secondment;
• Linguistic skills: thorough knowledge of one of the EU official languages and a satisfactory knowledge of another EU official language to the extent necessary for the performance of the duties.

Master degree in public administration, law, economics or political science.
- professional experience:
Work in a public body (Ministry, local administration, agency) or in a NGO with delegated tasks from a public body in charge of policy development and/or the enforcement of consumer protection legislation or legal advice to consumers. 3 Submission of applications and selection procedure

4 Conditions of the secondment

The SNE will remain employed and remunerated by his/her employer during the secondment. He/she will equally remain covered by the national social security.
Unless for cost-free SNEs, allowances may be granted by the Commission to SNEs fulfilling the conditions provided for in Art. 17 of the SNE decision.
During the secondment, SNEs are subject to confidentiality, loyalty and absence of conflict of interest obligations, as provided for in Art. 6 and 7 of the SNE Decision.
5 Processing of personal data
The selection, secondment and termination of the secondment of a national expert requires the Commission (the competent services of DG HR, DG BUDG, PMO and the DG concerned) to process personal data concerning the person to be seconded, under the responsibility of the Head of Unit of DG HR.B2. The data processing is subject to the SNE Decision as well as the Regulation (EC) No 45/2001 of the European Parliament and of the Council of 18 December 2000 on the protection of individuals with regard to the processing of personal data by the Community institutions and bodies and on the free movement of such data.
Data is kept by the competent services for 10 years after the secondment (2 years for not selected or not seconded experts). If any document is inexact, incomplete or missing, the secondment may be cancelled.
Data subjects may exercise their right of access to data concerning them and the right to rectify such data by applying to the controller, in accordance with Article 13 of the Regulation on the processing of personal data. 2. Main areas of responsibility
DG TAXUD is one of the four Directorates-General steering the Europe 2020 growth and job strategy and the European Semester within the European Commission.
Our unit is in charge of economic analysis, evaluation and impact assessment support regarding EU-tax policy making. The unit is also in charge of coordinating all European Semester activities for DG TAXUD and developing the relevant policies. The unit includes 3 sectors and around 20 staff members.
The national expert will be part of the sector dealing with the European Semester and Europe 2020 policy making. We offer a position in the field of policy making and coordination –with a focus on economic issues – to support the sector in charge of Europe 2020 and European semester.
The tasks include:
- Monitoring tax reforms and national tax policy developments, assessing the economic impact of tax policy changes in Member States from an EU perspective.
- Producing input on tax policy aspects for the European Semester (e.g. the annual growth survey, staff working documents, recommendations to Member States);
- Assisting and coordinating the work of country desks responsible for making recommendations and tracking progress in Members States;
- Providing economic analysis and advice on EU-tax policy as well as on tax-related issues raised by other EU-policies.

The work also involves developing contacts with other DGs, Member States’ authorities, OECD, researchers in relevant international institutions, academia and think tanks.
The secondment is for a minimum of 2 years and a maximum of 4 years.
3. Main qualifications
We search for a dynamic person, with a strong interest in tax policy and policy making. Specialisation in fields such as taxation economics, public economics, microeconomics or econometrics would be an advantage. Experience in co-ordination, conducting economic studies as well as managing external research contracts would also be welcome. The post-holder should be a creative and dedicated team player, well organised, flexible, and a good communicator.
