If a Belgian cannot be issued a passport or cannot be issued on time, for example in case of an unforeseen loss or theft of identity card or passport, a temporary passport can sometimes be issued.

In Belgium, the Ministry of Foreign Affairs only issues a provisional passport, in 2 situations:
- To the Belgian who can prove that he or she lives abroad, but is not registered. He emails the request for a provisional passport and evidence of his life abroad to pas@diplobel.fed.be. If the provisional passport is allowed, it will only be during working days and working hours. Belgians who live in Belgium but are not registered cannot make use of this.
- To the Belgian who learns of an unforeseeable and humanitarian emergency during the weekend or public holiday, such as the death or hospitalization of a loved one abroad, and can travel to that country in the same weekend or public holiday. The hospitalization or death must be sudden and unforeseen. It must be a country for which a passport is required and not a visa. The applicant must be able to present a very recent medical certificate about the victim and prove his relationship to the victim. Applicants should call 02/501.81.11 during weekends. A provisional passport is not allowed for forgotten, lost or stolen identity cards or passports, nor as an alternative to an identity card or the very urgent procedure.
