Belgium signs six new partnerships for the reconstruction of Ukraine

Deputy Prime Minister and Minister of Foreign Affairs, European Affairs and International Cooperation Maxime Prévot is attending the Ukraine Recovery Conference 2025 in Rome today, where he is leading the Belgian delegation. On this occasion, Belgium announces the signing of six new strategic partnerships to support Ukraine’s reconstruction, including five Memorandums of Understanding (MoUs) with Ukrainian ministries and a first investment by BIO Invest in the country.

These concrete commitments strengthen Belgium’s political position as a reliable and ambitious partner of Ukraine, at a time when reconstruction is becoming a key lever for European stability.
 

A strong political message: to rebuild is to resist


“Ukraine is standing firm in the face of Russia’s brutal aggression. It deserves more than our admiration. It deserves our lasting commitment. Supporting Ukraine today means refusing to let a European country be crushed by violence. It means affirming that only a just peace, based on law and sovereignty, is acceptable,” says Minister Prévot.

Belgium’s participation in this conference reflects a clear political will: to make reconstruction an act of resistance, solidarity, and a step toward lasting peace. Belgium supports a vision based on justice, sovereignty, and European integration.
 

Enabel: five new agreements for structural recovery


The Belgian agency for international cooperation Enabel is signing five MoUs today with the Ukrainian ministries of Economy, Health, Energy, Education, and Territorial Development. These agreements aim to modernize public services, strengthen energy resilience, improve medical and educational infrastructure, and support local employment.

“These agreements show that our cooperation goes beyond words. It translates into concrete actions, serving the Ukrainian population and supporting key reforms for European integration,” emphasizes Minister Prévot.

Thanks to the BE-Relieve Ukraine program, around 400 public buildings have already been equipped with generators, ensuring minimum access to electricity under critical conditions. Mobile boilers and resilient heating systems are also being deployed to meet urgent energy needs, particularly in schools and hospitals. At the same time, Enabel is funding the construction of school shelters and the renovation of educational and medical infrastructure to ensure continuity of essential services and provide a safe environment for children and communities, even during wartime.
 

BIO Invest: a first investment for Ukrainian SMEs


BIO Invest, the Belgian investment company for developing countries, today announces a first €5 million agreement with Bank Lviv, marking its entry into the Ukrainian market. This funding supports local small and medium-sized enterprises, which are vital pillars of the Ukrainian economy, essential for job creation, social cohesion, and national resilience.

“Defending a country also means defending its economy. A strong economy is a shield: it protects livelihoods, supports public services, and gives citizens a reason to stay, rebuild, and believe in the future,” says Minister Prévot.

BIO plans to invest over €20 million more in the coming years in key sectors such as green energy, sustainable agriculture, and financial services. This partnership is not just a capital injection. It is a strong gesture of trust in Ukrainian entrepreneurs and a concrete commitment to building a more resilient, innovative, and prosperous economy.
 

A coherent and ambitious Belgian strategy


Belgium reaffirms its commitment to provide €1 billion in aid per year between 2025 and 2029, after already mobilizing €2.2 billion between 2022 and 2024. It is fully participating in the EU’s Ukraine Facility (€50 billion) and combines humanitarian aid, military support, active diplomacy, and reconstruction.

“From day one, Belgium has chosen to remain true to its values: solidarity, sovereignty, justice. In Rome, we confirm that this commitment will not waver,” says Minister Prévot.
 

Rebuilding for a generation born in war


Rebuilding Ukraine is not just about infrastructure. It’s about offering a future to a generation born under bombs. It’s about enabling every Ukrainian child to learn, receive healthcare, work, and live in a free and peaceful country.

“What we are doing today is more than an act of solidarity. It is an investment in peace, dignity, and freedom. If we want Ukraine to stand strong and recover sustainably, then we must give it the means to succeed, here, at home,” concludes Minister Prévot.
