Belgium has adopted a comprehensive package of measures to address the humanitarian crisis in Gaza and reaffirm its enduring commitment to a two-state solution.
Our country will join the New York Declaration on the margins of the UN General Assembly, underscoring its support for a sovereign Palestinian state alongside Israel. A political signal of recognition will be issued, with formal legal recognition to follow once all hostages are released and terrorist organisations such as Hamas are no longer involved in governance. Belgium also calls on all Arab states to recognise Israel.
In response to the humanitarian emergency, Belgium will increase aid and continue medical evacuations, in close coordination with EU and UN partners.
To exert pressure on those undermining peace and international law, Belgium will notably impose targeted sanctions on violent settlers and Hamas leaders, seek to strengthen its arms export ban, restrict visas and consular services linked to settlement activity, prosecute international law violations, and deny Israeli military overflights. Extremist Israeli ministers and Hamas political and military leaders will be declared personae non gratae on Belgian territory.
Belgium will implement a national ban on imports from Israeli settlements, pending EU-wide action, and will vote in favour of the adoption of further measures at European level. Stronger EU action targeting Hamas will also be pursued.
Our country remains committed to Palestinian reconstruction and institution-building, supporting democratic governance.
Finally, Belgium will reinforce its efforts to combat antisemitism and extremism, through enhanced security cooperation, monitoring, and close engagement with representatives of the Jewish community.
