The APEFE (Association for the Promotion of Education and Training Abroad) and the VVOB (Flemish Association for Development Cooperation and Technical Assistance) are not-for-profit organisations which support the institutional consolidation of governmental or para-governmental institutions in developing countries with which they have signed cooperation agreements.

The DGD subsidies their triennial activity programme based on a general agreement between the Belgian state and these not-for-profit organisations signed on 9 April 2008. The main objective of the programme is to fight poverty through the institutional, technical, administrative and managerial consolidation of governmental, para-governmental or multilateral institutions located in developing countries whose purpose is to provide effective aid to developing countries.

For each country, a triennial programme sets the objectives to be achieved, the expected results and the resources to be used.
