Programme recognition NGOs

 

By consolidating the programme approach, the Royal Decree of 15 December 2005 launched co-financing reforms aimed at increasing the effectiveness of the DGD’s financing and subsidy allocation process for NGOs.

Article 5 of the Royal Decree referred to above provides for ‘programme’ recognition to be granted by the Minister for Development Cooperation based on an independent assessment report.

An initial analysis of NGOs’ abilities was carried out by PriceWaterhouseCoopers further to a European call for tenders based on 25 criteria covering the four aspects below:

  • financial independence;
  • clear accounting practices and the use of analytical accounting;
  • the ability to prepare, carry out and operate cooperation initiatives;
  • the effectiveness of initiatives in the field.

Pursuant to a  Ministerial Decree of 14 April 2007 (PDF, 236.35 KB), the Minister for Development Cooperation granted ‘programme’ recognition to 58 NGOs.
