What is Global Gateway?
Global Gateway is a European strategy launched in December 2021 by the European Union (EU) to tackle the global challenges and strengthen the economic and development ties with a large number of countries. The strategy relies on a strengthened cooperation between public and private sectors, in order to build strong, mutually beneficial partnerships across the world.
In concrete terms, the purpose of this initiative is to produce catalytic effects of change worldwide, in the following areas: digital, climate and energy, transport, health, as well as education and research. The initiative forms part of a long-term vision to foster more resilient global connections, in line with the EU’s interests and values: the rule of law, human rights, economic security, open strategic autonomy and international standards.
The Global Gateway strategy is being rolled out as part of a "Team Europe approach" which brings together the strengths, resources and expertise of the European Union, its Member States, their financial and development institutions, and the companies. Its aim is to reach a greater efficiency and impact in our external action.
Principles and values
Six core principles are at the heart of the Global Gateway projects, guiding the investments:
- democratic values and high standards;
- good governance and transparency;
- equal partnerships;
- green and clean infrastructure;
- security-focused approach;
- catalysing the private sector.
Global Gateway is the EU’s contribution to narrowing the global investment gap. It is in line with the commitment of the G7 leaders from June 2021 to launch a values-driven, high-standard and transparent partnership to meet global infrastructure needs. This strategy is also fully aligned with the UN’s Agenda 2030 and its Sustainable Development Goals, as well as the Paris Climate Agreement.
Areas of partnership
- Digital --> supporting open and secured internet, helping partner countries to close the digital divide and better respond to the digital transformation through further integration into the global digital ecosystem;
- Climate and energy --> supporting investments to achieve clean energy transition and reinforce energy security;
- Transport --> supporting green, smart and safe transport through investments that create sustainable, inclusive and safe networks in multimodal transport;
- Health --> strengthening healthcare capacities around the world, helping to overcome various diseases; supporting infrastructure investments to assure the security of pharmaceutical supply chains and the local production of medicines, vaccines and other medical technologies;
- Education and research --> investing in high quality education – including digital education – focusing in particular on girls, women and vulnerable groups.
A “Team Europe approach”
This is a joint approach with:
- The European Union, including the European Commission and the European External Action Service (EEAS);
- The EU Member States, including Belgium, and their implementing agencies, as well as the public development banks;
- The private sector through the Global Gateway Business Advisory Group;
- Non-governmental organisations through the Global Gateway Civil Society and Local Authorities Advisory Platform.
This approach will facilitate full-scale mobilisation of political stamina, technical expertise and financial resources. By 2027, Global Gateway aims to mobilise up to 300 billion euros in investments.

Many countries are looking for trusted partners to design sustainable, quality projects and ensure projects are implemented in a transparent way, do not create unsustainable levels of debt, and deliver lasting social and economic benefits to local communities.
The Global Gateway initiative aims to be a win-win situation, both for its partners and for Europe.
