11 out of 14 governmental cooperation partner countries are considered as fragile countries according to the States of Fragility report (2022). The evaluation examined whether the policy framework and instruments of Belgian Development Cooperation are sufficiently adapted to fragile contexts and what results are achieved in these contexts.

The aim of this evaluation is to draw lessons and formulate recommendations for refining or adapting the Belgian fragility approach. 

Study missions took place in the Sahel (Mali and Niger), Central Africa (Burundi and DR Congo) and West Africa (Burkina Faso and Guinea).
