The Special Evaluation Office, in cooperation with the federations of non-governmental cooperation, is pleased to invite you to the OECD DAC learning event.

Context

In 2021 the OECD DAC published the guide "Applying Evaluation Criteria Thoughtfully" and in 2023 the guide "Applying a Human Rights and Gender Equality Lens to the OECD Evaluation Criteria". These guides can provide guidance for all actors of Belgian cooperation. The Special Evaluation Office, in cooperation with the federations of non-governmental cooperation, is therefore pleased to invite you to take note of these guides and enter into dialogue with each other. In the current Belgian context, where for example the regulations governing the evaluation of the programmes of Non-Governmental Cooperation actors have evolved towards a learning-based approach and more flexible and thoughtful planning of evaluations, this event aims to inspire actors by offering them renewed perspectives.

Objective

The aim of this event is threefold:

    • Deepen your understanding of the OECD's DAC evaluation criteria, with concrete, explanations and examples that will help you apply these criteria more effectively.
    • Strengthen your understanding of how to integrate human rights and gender equality into evaluations, drawing on existing frameworks and examples from the field.
    • Exchange with other professionals in the sector, compare ideas and co-construct learning with a view to producing more inclusive, relevant and useful assessments.

Practical organisation

The event will be organised by the Special Evaluation Office of the Belgian Development Cooperation in partnership with the federations of non-governmental cooperation (ACODEV, ngo-federatie and Fiabel). Ms Megan Kennedy-Chouane, head of the DAC Network on Development Evaluation at the OECD, will present the key elements of the two guides, followed by an exchange of experiences between stakeholders.

  • 9.30am to 12.30pm: Applying Evaluation Criteria Thoughtfully
  • 13h30 to 16h30: Applying a Human Rights and Gender Equality Lens to the OECD Evaluation Criteria

Where: Palais d'Egmont, Salle d'Arenberg, Place du Petit Sablon, 8, B-1000 BRUSSELS (max. 100 places) OR online - hybrid format

Language: Presentation in English, testimonials in English, French and Dutch. Translation will be provided, but only online.
