11 of our 14 partner countries are classified as fragile in the OECD's ‘States of Fragility report’ (2022) and the evaluation examined whether the policy framework and instruments of Belgian Development Cooperation are sufficiently adapted to fragile contexts and what results are achieved.
Lessons and recommendations from the evaluation were supported by findings from evaluation missions to Mali, Niger, Burkina Faso, Guinea, Burundi and DR Congo.
Restitution
On 5 December 2024, the Special Evaluation Service organised a restitution to present conclusions and recommendations from this evaluation.
Sophie Desmidt's (ECDPM) keynote speech on ‘Staying engaged as Team Europe in fragile contexts’ complemented the findings of this evaluation.
A panel with fragility experts Désirée Ketabchi (Oxfam Belgium), Wim Schalenbourg (DGD) and Luc Meissner (Enabel) explored the HDP Nexus, integrated territorial approach and ‘staying engaged’ in institutional support.
Finally, DG Heidy Rombouts addressed some priorities for DGD's fragility approach.
