The mission of unit C.2 is to support the establishment and long-term development of the European Institute for Innovation and Technology (EIT) activities as a world-class innovation institution, and to bring new solutions to major societal challenges, by fostering and promoting excellence and innovation via the integration of education, research, and business.
The tasks will include supporting the EIT and its Knowledge and Innovation Communities in the development and implementation of the EIT education strategy. EIT education involves EIT-labelled Master and PhD degrees and other professional development courses and should become a model for innovative, entrepreneurial education with high societal relevance. The EIT education builds on the achievements and instruments of the European Higher Education Area and takes advantage of good practices developed in EU programmes such as Erasmus, Erasmus Mundus and Marie Curie Actions. The post will require considerable interaction with the EIT support structure in Budapest as well as with KICs academic partners.
3. Main qualifications :
The national expert must have good analytical skills and proven knowledge of EU education. Experience related to the instruments of the European Higher education Area (Bologna Process) in areas such as internationalisation, mobility, transparency tools, recognition and quality assurance would be highly valuable.
He/she must have well developed communication, networking and organisational skills, a good sense of initiative as well as the ability to work in a team and respond quickly to deadlines.

2. Main areas of responsibility :
This role offers an opportunity to contribute skills and expertise to the development of EU policy in the field of the safety of offshore oil and gas activities. The role will focus in particular on leveraging past experience in national or international context related to regulation and supervision of offshore hydrocarbon prospection, exploration and production in order to optimise the overall regulatory framework for such activities in the EU as regards health, safety and environment protection (HSE).
The work will be undertaken within the context of the current EU initiatives in the wake of the Deepwater Horizon accident of April 2010 and will entail participation in the legislative process following Commission's proposal for a regulation on the safety of offshore oil and gas activities, tabled in October 2011 and currently in the ordinary legislative procedure.
In addition, the expert will provide assistance with standard policy-related tasks relating to the offshore oil sector, such as the preparation of presentations, briefings, responses to stakeholder questions and other documents for both internal Commission use and for external dissemination. S/He will also contribute to the organisation of regular meetings on offshore oil-related topics including the newly established EU Offshore Authorities Group set up by the Commission for structured dialogue and cooperation with national regulatory authorities in Member States with offshore industry.
3. Main qualifications :
Candidates must have a broad knowledge of the HSE regulatory framework for offshore oil activities in one or more European jurisdictions as well as understanding of what constitutes best practices in the offshore industry and HSE administration. Ideally this should be supported by previous involvement with competent Member State authorities. Professional experience from the oil and gas industry or risk management would constitute an additional advantage.
Proven communication abilities in a high level environment, together with solid drafting skills are essential, ideally in recent positions where such activities constituted an important part of the role. This should include experience in the preparation of all types of formal and informal policy documents, preferably including topics relevant to emergency response planning.
Experience of policy development and of negotiation in an international arena is highly desirable.

The European Personnel Selection Office's mission is to organise open competitions and other selection procedures to select highly qualified staff for recruitment to all institutions of the European Union. Unit 06 plays an increasingly important role within the Office, by fulfilling responsibilities for relations with stakeholders (the EU Institutions and Member States) the planning and programming of competitions, and all aspects of communication (internal and external), including development of strategy, press relations, websites and a candidate contact service.
The unit is seeking a colleague with excellent communication skills to further develop and implement EPSO's communication and employer branding strategy and to use this as the basis for mounting a number of carefully targeted communication campaigns. The overall mission for this appointment is to attract sufficient high quality candidates to staff selection competitions for access to EU.

2. Main areas of responsibility : Purchasing Power Parities
ESTAT unit C5 provides the official measures of inflation for the euro-zone and the EU, i.e. the Harmonised Index of Consumer Prices (HICP) and the official measures of price level comparisons across countries, i.e. Purchasing Power Parities (PPP), for 37 participating EU and non-EU countries. The Unit is responsible for a high profile area and its teams work and deliver to tight deadlines.
Several PPP surveys are organised each year to collect prices for comparable products in all participating countries. These data are used by Eurostat to calculate annual PPPs, which are used for example to compare GDP per inhabitant for the countries concerned.
The post involves tasks related to the co-ordination of PPP surveys, the calculation of PPPs, the management of contractors, the documentation of production processes and the quality control of PPPs. Most tasks are carried out within the PPP production environment which consists of purpose-built web tools managing a central database.
The post offers the opportunity to work closely with colleagues in national statistical offices, OECD, the World Bank and other Eurostat and Commission staff.
3. Main qualifications :
The PPP work programme is driven by the tight schedules of the production processes and requires a good sense of priorities and a service-oriented approach. The successful candidate should have an interest and ability to work with large volumes of statistical data.
The successful candidate should have experience in a similar statistics production environment, such as price statistics or national accounts. Experience with IT systems, preferably with Oracle databases and SQL, is considered an important asset. Training opportunities will be provided.

Directorate D is responsible for Government finance statistics (GFS), and Unit D-1 in particular for Methodology, Data collection and dissemination. This work is of crucial importance as budgetary surveillance is more than ever essential and hinges upon reliable budgetary statistics. It has been given high priority, increased staffing and Eurostat has been attributed new "audit-like" powers (amended Regulation 479/2009). The post offers rare opportunities to work closely with colleagues from various Member States and institutions such as National Statistical Offices, the ECB, the DG ECFIN, and other EU institutions. One of the main objectives of the Unit is to coordinate methodology tasks for the GFS Directorate. Overall purpose
To contribute to the development of the EU anti-corruption policy and in particular to the process of preparation and drafting of the EU Anti-corruption Report. The EU Anti-corruption Report is the main element of the Anti-Corruption Package adopted by the European Commission on 6 June 2011. Being both a Directorate-General and the in-house science service of the European Commission, the Joint Research Centre (JRC) provides customer-driven scientific and technical support (including social science) for the conception, development, implementation and monitoring of EU policies. The JRC functions as a reference centre of science and technology for the Union. Close to the policy-making process, it serves the common interest of the Member States, while being independent of special interests, whether private or national. With seven Scientific Institutes, three corporate directorates and the DG/DDG office, the JRC is located in five member states (Belgium, Germany, Italy, the Netherlands and Spain). The current vacancy is in the Directorate for Scientific Policy and Stakeholder Relations. The Directorate defines, contributes to, and monitors the implementation of the JRC Strategy, plans and evaluates the JRC work programme, promotes integration, and maximises the uptake of JRC results, and ensures that stakeholders, customers and staff are informed and consulted about JRC's work and its impact on EU policies. The vacancy is within the recently established Unit A1. ''Science Advice to Policy, Innovation and Horizon Scanning''. We are looking for a dynamic and motivated Seconded National Expert (SNE) with a passion for connecting science/evidence with policy in terms of ideas and people and ability to actively contribute to the portfolio of the Unit.
An ability to understand and communicate diverse scientific advice, statistics and other evidence in policy terms is essential. Similarly, an aptitude and passion for inter-disciplinary and multi-disciplinary work is essential. A professional background integrating scientific advice, statistics or other evidence into the policy process, through carrying out policy studies or impact assessments, is an advantage.
In addition, and from the SNE own experience, the candidate should have strong communication skills and good understanding of the EU Institutions. Experience in participatory leadership is highly desirable.

The Secretariat-General's unit in charge of regulatory policy and impact assessment provides the secretariat of the 'Impact Assessment Board', created by President Barroso in November 2006 as a key element of the smart regulation strategy. The 'Impact Assessment Board' is chaired by the Deputy Secretary General and has eight other members who are senior Commission officials. It works under the direct authority of the President, and provides independent quality control of the impact assessments produced by all Commission departments. The Board also provides advice to Commission services on methodology and approach at the early stages of preparation of impact assessments. The unit is also responsible for coordinating the development of the Commission's impact assessment system and the wider regulatory policy.
The seconded national expert will be part of a team of 'case handlers' and experts which provides analytical support to the Board, prepares the Board's opinions and provides other assistance to its work. Who we are: Unit B/4 is responsible for economic analysis and impact assessment within DG Enterprise & Industry.
All policy-decisions should be based on sound analysis supported by the best data available. The European Commission has therefore put in place a set of logical steps to be followed when preparing legislative and policy proposals. Services have to collect evidence on the advantages and disadvantages of possible policy options by assessing their potential impacts. The results of this process are summarised and presented in an "Impact Assessment Report" attached to the proposals.
The quality of these IA reports is scrutinised by the "Impact Assessment Board" (IAB), an internal but independent body under the direct authority of the President of the European Commission.
Unit B4 provides, among other things, advice and hands-on assistance to all sector units in DG ENTR having to draft an "IA report". It also supports the Director of DG ENTR appointed to the IAB.
We propose: An interesting and challenging position in a dynamic team which deals with a number of important and sensitive topics touching at various EU policy areas. The expert will, in particular, be part of the team:

The unit deals with Internal Market Directives for mechanical, electrical and telecom equipment, inter alia with EU-legislation concerning type approval of combustion engines for non-road mobile machinery and noise requirements from outdoor machinery. We are looking for a motivated Seconded National Expert, with a professional background in economy, law or mechanical engineering to assist the unit.
His/her task will consist of ensuring the necessary work related to the implementation and revision of Directive 97/68/EC on emissions from engines used in non-road mobile machinery.

The mission of Unit D1 "Company Taxation Initiatives" is to develop and implement Company Taxation policies in line with the Treaty objectives and the needs of the Internal Market. This includes policies aimed at removing obstacles in the Internal Market and promoting good governance (transparency, exchange of information and fair tax competition) within and beyond the EU. Actions include the preparation of policy documents such as Communications, traditional legislative work such as Directives and soft law initiatives such as the Code of Conduct for business taxation and the Joint Transfer Pricing Forum (JTPF).

He/she will generally work on contributing to a coherent EU tax policy in the area of company taxation, which will concentrate on working on the elimination of harmful tax competition in the EU (Code of Conduct).
